Worldwide Governance Indicators: Rule of Law Scores for 2007
The red line measures deviations from predicted values, which are represented by the blue line. Ignore the gap between the red and blue lines and concentrate on how closely the red line centers toward 0. The closer to 0, the less the deviation of a country's observed score on Rule of Law from its predicted score.
 
Myanmar received the lowest predicted governance score at -1.38, which deviated only -.03 below its observed score.
 
Singapore received the highest predicted governance score at 1.04 and actually scored 0.75 higher for an observed score of 1.79.
 
Most countries in Southeastern Asia had observed scores below 0. Malaysia is another exception. Its predicted score (partially obscured) was 0.17. Its deviation was 0.36, yielding an observed score of 0.53.
