Worldwide Governance Indicators: Rule of Law Scores for 2007
The red line measures deviations from predicted values, which are represented by the blue line. Ignore the gap between the red and blue lines and concentrate on how closely the red line centers toward 0. The closer to 0, the less the deviation of a country's observed score on Rule of Law from its predicted score.
None of the 200 countries in the study deviated as much from its predicted score as Equatorial Guinea. Largely because of its large GDP per capita (inequitably distributed from oil revenues), the regression formula predicted a score of 0.95 on Rule of Law, but the country deviated -2.11 from the prediction for an observed score of -1.16.
Most countries in Middle Africa deviated below predicted scores.
