Worldwide Governance Indicators: Rule of Law Scores for 2007
The red line measures deviations from predicted values, which are represented by the blue line. Ignore the gap between the red and blue lines and concentrate on how closely the red line centers toward 0. The closer to 0, the less the deviation of a country's observed score on Rule of Law from its predicted score.
 
For example, the predicted score for Mauritius (0.76) was virtually the same as its observed score of 0.79, deviating only 0.03 from predicted.
 
In contrast, Malawi's predicted score was a very low -1.44, but it actually scored 0.39, as it deviated 1.05 above its prediction.
 
Zimbabwe provides a contrary example, actually scoring -1.67 as it deviated -0.65 below its predicted score of -1.02.
